Sex crime / Youthful offender / Sealed records

A thirty year old West Virginia resident was accused of raping a twenty-seven year old family neighbor when he was seventeen and living in Connecticut. He had been a fugitive for thirteen years. The main issue of the case was whether the defendant would be charged as an adult or a minor. Robert B.
